Park first, Before Pay

Councilor Benny Bomogao has introduced an ordinance that seeks to lessen the traffic problem in the city. The measure “Park First Before Pay” was approved on its first reading during the council’s meeting held on Monday (Feb.10).
The ordinance shall apply to all pay parking facilities within the jurisdiction of the city. “It has been observed that some pay parking areas/facilities located in the City are collecting fees before a vehicle enters the parking facility causing long queues of vehicles resulting to congestion in the main thoroughfares,” states in proposed ordinance of Bomogao, chairperson of the Committee on Public Utilities, Transportation and Traffic.
Under the proposed ordinance, all parking facilities in the city which charge parking fees shall collect fees only upon exit or when the vehicles already safely parked.
As defined in the ordinance, parking facility does not include parking spaces on a public street. Once approved, all existing parking facilities covered are given three (3) months from the effectivity of this ordinance to comply.
A penalty of five thousand pesos shall be assessed to the owner or proprietor of the parking facility after the lapse of compliance period plus one thousand pesos daily until full compliance.
