Probe Deeper

Notwithstanding the Senate Blue Ribbon inquiry on the existence of so called “ninja cops” who allegedly recycle confiscated and seized drugs resulting from illegal drug operations the Philippine National Police (PNP) should now conduct a deeper probe on policemen involved in this “agaw bato” schemes.

The investigation should not only focus on the Pampanga buy bust operation way back in November of 2013 but other buy bust operations or seizure of illegal drugs as well conducted by the policemen accused in the Senate inquiry as “ninja cops” who were still active in the service from the Pampanga incident occurred up to the present.

This is important because having tasted the dirty profits from their unlawful actions and earning only a slap on the wrist as punishment these ninja cops will obviously not be deterred in their illegal activities.

From 2013 onwards and wherever they may have been later assigned the movements of these 13 cops who took part in the alleged buy-bust operation in Mexico, Pampanga that netted them a supposed drug lord and kilos of shabu, should investigated more closely by either the police or the National Bureau of Investigation (NBI) to determine whether in the provinces or regions where they were subsequently assigned similar questionable illegal drug operations occurred.

Let us remember that since 2013 these cops involved in the Pampanga illegal drugs operation have remained in active service until now. In fact as revealed in the said Senate Inquiry most of these 13 cops were simply transferred in the Southern part of the country as a punishment. Now that the stink of their dirty operation has been exposed a deeper investigation should be immediately conducted to track their other activities and movement from 2013 up to the present.

This is where the availability of a paper trail is crucial in establishing whether these so called ninja cops were involved in other illegal drug operations whether directly or peripherally in order to determine their other liabilities in so far as their “agaw bato” activities are concerned.

It must be understood that given their inclination to engage in these kinds of unlawful and illegal raids and buy bust operations it would only be logical for them to continue their corrupt activities right until they would have been imprisoned or killed.

It may also be possible that with their knowledge about illegal drug syndicates doing business in their areas of responsibility these ninja cops are already in the employ of these drug lords and being paid to re-cycle confiscated and seized drugs on a regular basis.

The PNP should likewise conduct a kilo-by-kilo inventory of all shabu they have confiscated and find out how many of these have been replaced with ‘tawas’ or talcum powder. In fact the honor code of the PMA, if hazing is to be ultimately excised from the training regimen, should include the following: “a cadet does not lie, cheat or steal or tolerate those who do.

A cadet shall at all times protect those who are being maltreated or abused, be it a fellow cadet or any fellow human being who is unable to fend off or protect themselves from the depredation of others. If the cost of offering protection and defense will require the ultimate sacrifice of giving up one’s life then honor is attained.”

This must be the new PMA honor code.
