Governor Francisco Emmanuel “Pacoy” R. Ortega III welcomes the Philippine Balangay Expedition Team led by one of the great Filipino adventurers, USEC. Arturo Valdez, at Pier 2, Poro Point, City of San Fernando, La Union last May 19, 2018. The voyage comes as a symbolic tie between the Philippines and China despite unresolved maritime disputes over the South China Sea.
