DSWD relief operation at PFVR ends

BAGUIO CITY – Relief operations at the PFVR Relief Operations Center ends on Friday, May 29, 2020, City Social Welfare and Development ( C S W A D O ) officer Betty F. Fangasan told reporters during the City Hall Hour at the Baguio Multi-purpose Hall on Thursday.

“We are done with relief operations, food for work and with the Social Amelioration Program (SAP), and we are now preparing for the upcoming rainy season or for anything that could happen this 3rd quarter,” Fangasan said.

The welfare officer said that as of Monday, Baguio City has reached more than 100% of its 45k target, serving 46,914 out of 51,000 families interviewed.

Fangasan said the City Treasurer paid P255,666,889 from the P256,178,250 budget for the first tranche of SAP beneficiaries.

Fangasan added that the first tranche is currently at 70% of the liquidation process.

She also hoped that the uploading of the clear list of qualified beneficiaries will be completed in the evening.

”The downloading of data and payment was already submitted to the Department of
Social Welfare and Development (DSWD), except that we are waiting for the uploading of the clear list of those qualified if ever there is a 2nd tranche, and where those found not qualified, we are trying to remove them,” Fangasan said.

The 2nd tranche of SAP will depend on the pronouncement of DSWD national office as they are the only ones who can tell if there will be a 2nd tranche, which will be based on the final report of participating LGUs, Fangasan said.

Fangasan also said that middle-income earners had been attended to by the Social Security Services (SSS), the Department of Labor and Employment (DOLE), the Land Transportation and Regulatory Board (LTFRB), and that the LGUs are preparing a stimulus program for them apart from SAP.

Meanwhile, Fangasan said the welfare office will start operating family life resource centers (FLRCs) in every district by Monday, June 1, for those with issues on SAP and who were not able to receive anything, like relief goods.

“We are going to operate FLRCs to address the needs of other families who have still questions or any problems with regards to the past activities that we had for the past two months,” Fangasan said.

FLRCs will open at daycare centers in selected barangays. Social workers and daycare workers will be stationed to attend to barangays belonging to said districts.

Individual concerns of every family, endorsed by their respective barangays, will be addressed on a case to case basis through the FLRC, except in the case of those with more serious concerns or problems where they are advised to proceed to CSWADO central office.

Daycare centers to be used as venues for the operation of FLRC include the following: District 1-Pacdal Unit Office; District 2-City Social Welfare Office (main office); District 3-Scout Barrio (covering Gabriela Silang to Dagsian); District 4-Balsigan Daycare Center and Imelda Marcos Daycare Center (covering Balsigan up to Sto Rosario); District 5-Bakakeng Central; District 5 Unit Office CDRRMC (covering City Camp to Upper Rock Quarry); District 6-Kayang Unit Office; District 7-Guisad Surong and Slaughter Compound; District 8-Lourdes Subd Ext Daycare Center; District 9-Bayan Park (covering Ambiong to West Bayan Park all of Aurora Hill); District 10-New Lucban Daycare Center (covering Harrison to A.
