Mankayan, Benguet municipal mayor Materno Luspian receives the Gawad Parangal award as the Outstanding Local Chief Executive in the Field of Social Welfare and Development in 1st to 3rd Class Municipality category from the officers of the Association of Local Social Welfare and Development Officers of the Philippines Incorporated (ALSWDOPI) headed by national president and Baguio City Social Welfare and Development Officer Betty Fangasan during the 22nd National Social Welfare and Development Forum General Assembly which was attended by social welfare officers including local government officials who were awarded the Gawad Parangal all over the country held at Crown Legacy Hotel last April 17.
