Van Trying To Sneak Out Manila-bound Passengers Flagged Down In Baguio

BAGUIO CITY (June 19, 2020) – Operatives of the Land Transportation Office-Cordillera (LTOCAR) flagged down a commuter van trying to sneak out four passengers bound for Manila who paid P4,000 each for the one-way travel on Wednesday morning here.
The van bearing temporary plate number 022010 was spotted by flying squad operatives along Balacbac, Palispis- Aspiras Highway at 9:00am Wednesday.
LTO flying squad officers Alberto Tadeo, Donald Wingnga and Allyson Fangkingan reported to LTOCAR Director Francis Ray Almora that the van driver Eldon V. Lopez violated LTO Memorandum Circular No. 2020-2185, which requires public conveyances to first secure special permit from LTO while all certificates of public conveyances were suspended during the quarantine period.
Lopez reportedly presented complete documents as proof of ownership and valid franchise to use the van as tourist transport service operating in Santiago City, Isabela to any point in the Philippines.
But the driver could not show any Special Permit, thus prompting the enforcers to impound the vehicle. Under Department of Transportation Joint Administrative Order 2014-01, vans wanting special permit to operate while quarantine measures are in effect are fined P200,000; trucks, P200,000; jeepneys, P50,000; cars, P120,000; and motorcycles, P6,000.
