Contractors warned for delayed completion of school projects

LA TRINIDAD, Benguet – The Department of Public Works and Highways-Cordillera (DPWH-CAR) warned contractors of school buildings in the region to finish their projects as scheduled, otherwise they will be blacklisted.
DPWH-CAR Project Monitoring head Rex Oya-oy said the warning was based on a memorandum order issued recently by the regional director.
The order also instructed all district engineers to conduct regular inspection of school projects.
“Contractors must have to finish their projects as scheduled, if not, it will be among the grounds that they will be blacklisted,” Oya-oy said.
In a recent press forum, Oya-oy said that out of the 127 school building projects (2-3 classrooms) in CY 2018 worth P1.8-billion, only 54 were completed.
Oya-oy said most of the uncompleted school building projects were being supervised by Benguet First, Lower Kalinga and Apayao Engineering District offices.
However, he expected that all school projects will be completed in August this year. The DPWH senior official said that among the reasons he gathered which caused the delay in the completion of said projects were the lack of manpower, accessibility to project site, and inclement weather condition.
In the case of Benguet First District Engineering Office, only two were completed, out of the total 26 school projects worth P570.924 million which was sourced through Basic Educational Facilities Fund CY 2018.
The two completed projects are a two-storey, 6- classroom school building in Gumatdang Elementary School; and a 2-classroom, 2-regular workshop, 1-Science Lab, and ICT Laboratory in Alejo Pacalso Memorial National High School, both in Itogon.
