Emergency health care

The Republic Act 10932 amending Batas Pambansa Bilang 702 applies to all public and private hospitals. Who wants to get sick? Of course no one! But how come we get to hear and read complains from a lot of people on the services, facilities and attitudes on a certain hospital here and there.
Naisabatas na ang “Enhanced Anti-Hospital Deposit Law” or the RA 10932 at dito naka-paloob ang mga dapat tandaan ng mga masang Pinoy.

  1. Ang mga ospital pang-publiko man o pribado ay bawal nang humingi ng deposito bago magbigay ng basic emergency services sa pasyente.
  2. Maaari nang gamitin ang emergency vehicle ng local government unit kung sakaling walang available na ambulansya ang ospital sa oras na kailangan mo.
  3. Ang panganganak o miscarriage ay kinokonsiderang emergency case na sakop ng RA 10932.
  4. Ang Information Dissemination o pagbibigay kaalaman ng mga serbisyo na kanilang ibinibigay sa publiko ay dapat na nakapaskil sa labas ng kanilang ospital o clinic.
  5. Presumption of liability o ang mga ospital o clinic ay mananagot kung sakaling mamatay o magdulot ng seryosong pinsala sa pasyente ang hindi pag-admit sa kanilang hospital o clinic para sana sa agarang lunas.
  6. Sa pag-amyenda sa batas na ito ay higit na mas mataas ang kaukulang parusa sa sinumang lalabag nito.

Nowadays, PhilHealth is facing a big problem. Private hospitals have come and voiced out their opinion on the so-called Hospital Holiday at the Sangguniang Panlungsod Monday Session last month. Kapag ang mga ospital na ito ina-apply naman ang Enhanced Anti-Hospital Deposit Law at ang agarang emergency services sa pasyente ay mabuti kung gayun.
Ngunit, isa lamang ang tanong ng mga namamahala sa mga pribadong hospital na ito; hindi ko na iisa-isahin dahil libreng advertisement na iyon, hehehe, “How can  we give full good services when we cannot upgrade our facilities and equipment due to the main reason na hindi pa po kami binabayaran ng PhilHealth”. Now on CNN Philippines, former Health Secretary Jannette Garin and former PhilHealth President Alex Padilla allegedly diverted over P10B in PhilHealth Funds without the board’s approval, affecting the agency’s fund life. If a patient uses his or her PhilHealth in order to pay to whatever hospital he/she is admitted is possible now that he/she will not be treated properly because of poor equipment and facilities? Will a hospital assist me faster also if ever I show up a card of health or its better if you show money? Naku! iKit, patay tayo kung nagkataon. Parang nawalan tuloy ng ganang magbayad ang kapitbahay ko ng PhilHealth kung kukurakutin lamang naman.
