Boosting economic enterprise

The Local Government Code of 1991 gives chance for Local Government Unit to generate profits along traditional sources; towards efficient and effective delivery of goods and services to the public.

All economic enterprises should abide by the guidelines of DBM such as evaluating whether the LGU is capable in creating Local Economic Enterprise; conduct a feasibility study for the propose of the LEE; financing sources with a 5 year business plan; and presenting to the Sannguniang Bayan for the enactment of the Ordinance.

In La Trinidad, a proposed ordinance “Prescribing guidelines in the operation and maintenance of the municipal owned pay toilets as other economic enterprise of the municipality of La Trinidad, Benguet.” In order to serve its constituents and visitors properly, Sangguniang Bayan decided to make all public pay toilet 24 hours except the La Trinidad Strawberry Valley Hotel, Strawberry Farm Area and Municipal Stage will only be open from 7am to 6pm daily.

According to La Trinidad Municipal Accountant II Lorelei Condales that on 2016, the total income from public pay toilets was P6,791,705 then last 2017, it went up to P6,873,796. This is from the five pay toilets in the municipality: Vegetable Trading Post, 1993 Public Market, Municipal Parking Area, Municipal Stage and 2002 Public Market. Condales also said that they are expecting that this 2018, the income will increase due to all the visitors coming in and out of LT.

By the way, the demand of making the public pay toilet 24hrs needs hiring of personnel, the request for repair and additional public pay toilet is another expense and so the hope of increase in income is necessary to meet yearly operation.

Other possible economic enterprises of a municipality are public buildings, waterworks system, vocational and technical skills, market, slaughter house, baranggay multi-purpose hall, electrical power plants, irrigation system, telephone system, toll roads and bridges, commercial buildings, health resort, coliseum, beach house, sport complex and etc.

The importance of boosting Local Economic Enterprise can make a long term solution for important project that need funds for the development and improvement of it. I guess government can only do that if Filipino people will also do their part as good citizens of a place. By simply complying with the ordinances and by laws of such place then there seems to be no problem solving matters.
